<P>PROBLEM TO BE SOLVED: To provide a cleaning device with which a developing agent is stably stemmed and the developing agent is replaced with a new developing agent. <P>SOLUTION: The cleaning device includes a removing member that comes into contact with a surface of an image carrier at a part after the image transfer, the image carrier carrying a development image while rotating, and transferring the development image to a transfer object, and removes the developing agent remaining on the image carrier; and a stem member 154 in which one end 154c of vertical both ends is supported and the other end 154d is a free end, and which extends in a vertically and rotation axis directions between the removing member and a conveyance member, and temporarily stems the developing agent removed from the image carrier by the removing member.
