<P>PROBLEM TO BE SOLVED: To provide a transmitter, a receiver, and a communication system that establish a stable communication. <P>SOLUTION: A transmitter comprises: a camera that is provided on a vehicle and captures an image outside the vehicle; a modulation part that modulates a signal obtained from the camera; and a transmission electrode that is installed at an operator's seat and is supplied with the signal modulated by the modulation part.
