Provided are: a conductive leather which is capable of securing high electrical conductivity and durability; and a steering wheel which uses the conductive leather. The configuration of a conductive leather according to the present invention is characterized in that: a coating layer, which is configured of a resin base coat layer and a resin top coat layer, is formed on the surface of a natural or artificial leather; the top coat layer is composed of a first top coat layer that is formed on the base coat and a second top coat layer that is formed on the first top coat layer; a resin used for the second top coat layer is crosslinked, while a resin used for the first top coat layer is not crosslinked; and the first top coat layer and/or the second top coat layer contains carbon conductive particles.
