PURPOSE: A wireless network planning system and a method thereof are provided to divide each segment area into cells of a size which is suitable for a propagation environment. CONSTITUTION: A network planning service unit(100) stores network planning information in consideration of difference of a propagation environment. A terminal device(200) receives network planning information from the network planning service unit. The terminal device classifies wireless network construction area into a plurality of segmentation areas.
