<P>PROBLEM TO BE SOLVED: To stabilize video display as soon as possible after the start of a video speech performed among three or more persons. <P>SOLUTION: In a start of the video speech, a master terminal 11 refers to permissible band width information on each of terminals 11 and 12, and determines a value obtained by dividing a permissible transfer rate by the number of the slave terminals 12, as the maximum value of the transfer rate of video data which has to be sent from each of the terminals 11 and 12 during the video speech.
