<P>PROBLEM TO BE SOLVED: To effectively suppress use of an image content that is illegally allowed to be used and an image content that is illegally duplicated. <P>SOLUTION: When an image content download request is received from a user having user identification information through a reception processing part 103, a margin description information generation part 107 functions under control of a control part 110 and generates use permission information on the basis of user registration information and the like contained in a storage part 106 for storing user information and the like.
