<P>PROBLEM TO BE SOLVED: To efficiently estimate a report on a value greatly deviating from an actual guide number by a system which reports and totals the number of times of access to a portal site and a site of electric commerce. <P>SOLUTION: Each of a plurality of terminals 100 includes guide number storage means 102 for storing guide numbers as use information on use of services that a plurality of servicers 300 provide respectively, and first random number generation means 103 for generating random numbers whose distributions are known for each service, and transmits guide numbers with errors obtained by adding the random numbers to the guide numbers to the server 200 for each service. The server 200 includes guide number totaling means 202 for totaling guide numbers with errors transmitted from the respective terminals for each service, and performing statistical processing based upon the distributions, and collates report values from the servicer 300 with the total value. A report value deviating from the total value beyond a predetermined range is detected.
