<P>PROBLEM TO BE SOLVED: To highly accurately measure the viewing rate of a program. <P>SOLUTION: When a program A1 is broadcast in a service (channel) A, trigger information as an Execute command for starting a viewing rate measurement application App-M is transmitted in accordance with the start of the program A1. Here, the viewing rate measurement application App-M uploads information (view-Status), which indicates an effect that the program A1 is being viewed, to a viewing rate measurement server 43. During the broadcasting of the program A1, trigger information as an Inject_event command is transmitted multiple times each time by prescribed sampling period (e.g., one minute interval). Then, trigger information as a Terminate command for terminating the viewing rate measurement application App-M is transmitted in accordance with the termination of the program A1.
