<P>PROBLEM TO BE SOLVED: To provide a substrate, having ruggedness, used for suppressing interference stripes of light caused by a Newton ring phenomenon, and a manufacturing method thereof. <P>SOLUTION: A background resin layer is formed by applying a first resin 11 having viscosity and surface tension equal to or more than predetermined values uniformly with a fixed thickness onto a surface of a substrate 3. Without curing a first resin layer, a second resin 12 having viscosity and surface tension equal to or more than predetermined values is supplied to form dot patterns. In the background resin layer, a recess is formed or a projection is formed in a portion where the second resin 12 is supplied.
