<P>PROBLEM TO BE SOLVED: To ensure low voltage operation, high breakdown voltage, low current consumption, high speed operation, and easy inspection of a level shift circuit. <P>SOLUTION: A level shift circuit for low power supply voltage which is used in operation state by turning power supply on for low voltage, and used in stop state by turning power supply off while ensuring breakdown voltage of an element when the power supply voltage is high is provided as a first level shift element (1). A level shift circuit for high power supply voltage which is used in stop state by turning power supply off when the power supply voltage is low, and used in operation state by turning power supply on while ensuring breakdown voltage of an element when the power supply voltage is high is provided as a second level shift element (2).
