PROBLEM TO BE SOLVED: To facilitate supply of nutrients using water and disinfection of the water, etc. by controlling the quality of water to be fed to plants.

SOLUTION: The water quality controller includes a nitrogen source feeding device (104) for feeding water containing a nitrogen source. The water quality controller also includes a discharge unit (62) to which water containing the nitrogen source is fed from the nitrogen source feeding device (104) for generating electrical discharge (e.g. streamer discharge) under the fed water.
