<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing an optical member with a mar-resistant hard coat layer, including a smooth or an uneven surface which is formed on the surface of a base material, with the purpose of using this optical member in a position before a display. <P>SOLUTION: The method for manufacturing an optical member with a hard coat layer comprises the following procedures. First, a coat is obtained by applying a coating liquid of non-solvent type for forming a transfer layer to one of the surfaces of a plastic or a glass base material. In this case, the coating liquid contains (X) polyfunctional (meth)acrylate monomer and/or (meth)acrylate prepolymer. Next, a film for forming the surface of a hard coat layer with successful releasability, is laminated on the coat obtained by applying the coating liquid in the way that the transfer layer of the coat becomes adjacent to the film. After that, the film is exposed to a first active energy ray with a specified amount of light, and then the film for forming the surface of the hard coat layer is released. Following this procedure, the coat is exposed to a second active energy ray with a specified amount of light.
