<P>PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge and an image forming apparatus capable of suppressing toner contamination on a surface of a developer carrying body. <P>SOLUTION: The developing device includes a developer housing unit housing a developer comprising a toner and a carrier, and a developer carrying body 51 carrying the developer on the surface thereof that turns and moves, the developer being in the developer housing unit; and the developing device conveys the developer to a developing region facing a latent image carrying body of an image forming apparatus by the movement of the surface of the developer carrying body, and transfers the toner in the developer to a latent image on the latent image carrying body in the developing region so as to develop the latent image.
