A gateway device for connecting a packet-forwarding device on a mobile high-speed network and a wireless base station control device on a mobile line exchange network to each other via an IMS network, and transmitting TV telephone communication, the gateway device comprising: a control signal transceiver for receiving a request signal requesting a change in video bitrate from a mobile terminal connected to the packet-forwarding device and returning a permission response to the packet-forwarding device; and a video transcoder whereby the compression-encoded bitstream of video stored in packets received from the packet-forwarding device is converted in accordance with the request signal and transmitted to the wireless base station control device, and the compression-encoded bitstream of video received from the wireless base station control device is converted in accordance with the request signal and transmitted to the packet-forwarding device. Thus, it is possible to prevent a decrease in the quality of TV telephone communication between a mobile terminal connected to the mobile high-speed network and a mobile terminal connected to the mobile line exchange network.
