<P>PROBLEM TO BE SOLVED: To provide a fall prevention fence excellent in economic efficiency, constructibility and landscape properties, an earth retaining structure equipped with the fall prevention fence, and a method for constructing the earth retaining structure. <P>SOLUTION: A fall prevention fence 10 is used for an earth retaining structure 100 which comprises a banking structure 30 and a wall surface material 40 installed on the slope side of the banking structure and which has the wall surface material 40 provided with a rod-like reinforcing member 41 almost horizontally installed along a slope. The fall prevention fence 10 includes a plurality of short supports 11, handrails 12 which are laid among the plurality of short supports 11, and a locking member 15 which is attached to the short support 11 and which can be locked to the reinforcing member 41.
