A method and an apparatus for estimating frame synchronization are provided to correct phase estimation errors generated by a frequency offset or Doppler transition. An apparatus for estimating frame synchronization includes a phase estimation unit(10), an inner product calculation unit(20), and a frame synchronization estimation unit(30). The phase estimation unit(10) obtains a phase shift of a mid amble code(MA) and a down link synchronization code(SYNC DL code) included in each sub frame from received signals transmitted from a base transceiver station by using a reference signal. The inner product calculation unit(20) calculates a complex inner product of a phase vector for a phase shift obtained from a reference vector for Phase Quadruple(S1) and four consecutive sub frames. The frame synchronization estimation unit(30) estimates the frame synchronization.
