<P>PROBLEM TO BE SOLVED: To provide: modified silica dispersion liquid preferably used for obtaining a resin insulating material which can provide modified silica having excellent dispersion property to polymer and is useful for manufacturing a reliable resin insulating material; and a method for manufacturing the modified silica dispersion liquid. <P>SOLUTION: The modified silica dispersion liquid contains: modified silica made by surface-treating silica particles with a silane coupling agent containing a primary amine and/or a secondary amine; and a cyclic olefin polymer (I) including at least one functional group chosen from the group consisting of a carboxyl group, a carboxylic acid anhydride group and a phenolic hydroxyl group.
