<P>PROBLEM TO BE SOLVED: To provide a grouting material having excellent durability and environmental maintainability and giving high permeability and water cut-off effect in grouting having a crack to high permeation water pressure, and to provide a grouting method. <P>SOLUTION: The grouting material to be grouted in the ground whose ground water contains one or more kinds selected from the group consisting of seawater, calcium and magnesium contains a silica solution. The silica solution contains silica sol manufactured from metallic silicon as an effective component, shows pH of 1 to 11 and has silica concentration of 1 to 75 w/v%. The silica solution preferably contains, other than the silica sol, one or more kinds selected from the group consisting of water glass, activated silica, acidic water glass obtained by mixing the water glass and an acid, an acid and a salt as effective components.
