PROBLEM TO BE SOLVED: To reduce the use of power of an external power source while allowing charge/discharge of a secondary battery.

SOLUTION: A charge/discharge circuit 30 of a secondary battery 10 comprises: a power storage element 31; a discharge circuit which performs discharging operation for discharging a secondary battery and storing the discharged power in the power storage element; a charge circuit which performs charging operation for charging the secondary battery by the power stored in the power storage element; and switching circuits 32 and 33 which switch discharging operation to/from charging operation alternately, thereby reducing the use of power of an external power source while allowing charge/discharge of the secondary battery.
