PROBLEM TO BE SOLVED: To acquire a quasi-optimal inflow rate minimizing the number of fluctuations of an inflow rate while retaining a preset fluctuation allowable width of the inflow rate to a distribution reservoir.

SOLUTION: The method for calculating a clean water supply quantity of a distributing reservoir clean water supply system S according to the present invention tries to fluctuate, as a planning method of the inflow rate to a distributing reservoir 1319, an inflow rate at all times capable of fluctuating the inflow rate in a period when the inflow rate of a certain time can be retained without any fluctuation, adopts an inflow rate after the fluctuation that can be retained to a most distant future, so as to calculate the inflow rate to the distributing reservoir 1319 minimizing the number of fluctuations, and controls the inflow rate to the distributing reservoir 1319 with the inflow rate defined as an inflow rate setting value of a target value.
