PURPOSE: A simulation signal generating apparatus for identifying a target of a passive sonar system and a method thereof are provided to improve the operator's skill-level though cyclic operation education. CONSTITUTION: A simulation signal generating apparatus for identifying a target comprises a training unit. The training unit produces training signals according to scenario in order to improve the improvement of the operator's target discrimination skill level. The training unit comprises a target sound synthesis unit. The target sound synthesis unit synthesizes the fixed scenario and produces signal sound.
