PURPOSE: A scribing and a manufacturing method thereof are provided to enhance intensity of a brittle material substrate and reduce concavo-convex of the blade edge by processing a super finishing grinding. CONSTITUTION: A manufacturing method of a scribing wheel(11) comprises next steps: forming penetration holes(12) in center position of a disk; forming a V shaped first polished surface(13) which has a first apex angle(α1) by pre-polishing along the circumference of the disk; forming a second polished surface(16) which has a greater apex angle than the first apex angle by finish polishing edges of the V shaped first polished surface; and super finishing polishing the second polished surface. The super finishing polishing is grinding with an abrastive material having more than 6000 particle size. The scribing wheel has the V shaped first and second polishing surfaces. The first polishing surface has a first apex angle along the circumference of the disc shaped wheel. The second polishing surface is formed on ridge of leading end on the first polishing surface.
