PURPOSE: An air-conditioning system and an air-conditioning method are provided to control an air conditioner or a ventilation device inside of a vehicle by comparing information of an indoor environment inside a vehicle and weather information, thereby reducing unnecessary energy consumption and exhaust gas discharge. CONSTITUTION: An air-conditioning system comprises a plurality of observation apparatuses(150) and a control center(110). The observation apparatuses generate weather information by observing the weather in a target position. The control enter generates weather data with reference to the weather information transmitted from the observation apparatus located within a preset distance and a movable observation apparatus(130). The movable observation apparatus controls an air conditioner of a vehicle where the movable observation apparatus is mounted based on the weather data.
