A first linear actuator 5 connects between one end of the arm and the pedestal in a position on the pedestal that is distant from the connection of the shaft to the pedestal. A second linear actuator 6 connects between the other end of the arm and the pedestal in a position on the pedestal that is distant from the connection of the shaft to the pedestal and is also distant from the connection of the first linear actuator to the pedestal.
