PURPOSE: An amphiphilic copolymer is provided to enable use as a drug delivery composition stable for ionic strength and to control hydrophobicity of the copolymer according to the content of non-ionic amino acids. CONSTITUTION: A method for preparing a polyethyleneglycol-polyethylenimine-nonionic poly amino acid comprises the steps of: (i) covalently bonding polyethyleneglycol and polyethylenimine; (ii) synthesizing non-ionic amino acid N-carboxy anhydride by reacting non-ionic amino acid with a solution in which a triphosgene catalyst is dissolved in a 1,4-dioxane solvent; and (iii) synthesizing an nonionic polyamino acid by reacting the covalently-bonded polyethyleneglycol-polyethylenimine and the synthesized non-ionic amino acid N-carboxy anhydride in an organic solvent.
