PURPOSE: A control device for a resource utilization policy under a virtual environment and a method thereof are provided to increase a network throughput or decrease a CPU occupation rate, thereby increasing efficiency of using resources. CONSTITUTION: A decision making unit(110) makes a decision to dynamically control resource usage policies of a guest domain(20) and a driver domain(10) wherein the driver domain directly accesses a sharing device and the guest domain does not directly access the sharing device. A policy management unit(120) dynamically controls the resource usage policies by a decision.
