The method involves installing shafts (B1, B2) on a destination floor, where the shafts are held in a horizontal position by lateral holding edges (L1, L2). The shafts are laterally arranged in rows at various levels to form a stacking such that an assembly forms a desired shape for a surface of the floor. The covering is comprised of a finish covering layer formed by a coating (E), which seals spaces between the shafts, and is utilized as a support (S). The covering layer is formed by a synthetic grass layer or coating layer that is coated with elastomer i.e. ethylene-propylene-diene monomer. An independent claim is also included for a module for forming a relief for implementing a floor covering forming method.
