PURPOSE: A system for conditionally transmitting message and a method thereof are provided to transmit and receive a message at a desired timing and situation. CONSTITUTION: A receiving terminal about a message is designated(S110). A condition for transmitting the message is set(S115). A calling terminal requests a message server for conditional message transmission(S120). The message server determines a state of the receiving terminal(S135). The message server transmits a corresponding message to the receiving terminal(S140).
