PURPOSE: An apparatus and method for enhancing heat transfer from a slab in hot rolling and hot milling process is provided to remove bubbles of a boiling film on a steel sheet surface by giving impact. CONSTITUTION: An apparatus for enhancing heat transfer comprises a cooling bed(10), a cooling water tank(30), a cooling tower(40), a cooling water tub(50) and a brush roll(110). The cooling bed comprises a plurality of push rolls(5) and a plurality of injection nozzles(20). The push roll transfers a steel sheet(S). A plurality of injection nozzles cools the steel sheet and injects the cooling water in the surface of the steel sheet. The cooling water tank stores the cooling water collected from the cooling bed.
