A hydraulic steering system including a damping valve is provided to allow a check valve cut along a plurality of cutting sections to control flow of a fluid by installing the check valve in a valve housing. A hydraulic steering system including a damping valve includes a passage hole(325), a cone section(320). A fluid can pass through the passage hole. The passage hole is formed at a central portion of a plate shape. The cone section protrudes in the direction of one side surface at the periphery of the passage hole. The cone section has a conical shape. The cone section includes a check valve(330). The check valve is divided into a plurality of blades by a plurality of cutting section. The plurality of blades partially overlap.
