<P>PROBLEM TO BE SOLVED: To provide a method for producing a catalyst paste suitable for the reaction layer of a fuel cell having a PFF structure. <P>SOLUTION: When a prepaste composed by mixing and stirring a catalyst and water of moisture content in the range from a flow limit to a slurry state and an electrolytic solution obtained by dissolving an electrolyte into a solvent while setting the moisture content to 10 wt.% or less are mixed and stirred, the viscosity of the mixture is monitored and adjusted so as to have a predetermined viscosity. Drainage of a reaction layer formed of a catalyst paste can be controlled by using a viscosity of the mixture as an index.
