<P>PROBLEM TO BE SOLVED: To solve the problem that a repeating device to be used is narrowed down under an assumption that the use of the repeating device of an IP address close to an IP address of a terminal such as a video conference terminal allows transmission/reception of image data of high picture quality and voice data of high sound quality, conventionally, and therefore, the assumption may not be right depending upon the environment of a network. <P>SOLUTION: By selecting repeating devices to which two or more higher-order IP addresses close to an IP address of a transmission terminal are respectively allocated, two or more candidates of the repeating devices to be finally used can be left. Therefore, by actually transmitting/receiving previous transmission information between transmission terminals through the respective repeating devices as the candidates subsequently, the repeating devices are narrowed down, out of the two or more repeating device candidates, to the repeating device that relayed prescribed information with a shortest required time for the transmission/reception.
