<P>PROBLEM TO BE SOLVED: To provide data transfer device, program and method which ensure high reliability by retransmission control of data packet while achieving acceleration by preventing TCP from becoming bottle neck when a wide area network having a guaranteed contract band is interposed. <P>SOLUTION: The data transfer device comprises a first buffer group which buffers TCP data packets received from an access network for every contract band, band control means for controlling output of data packets based on the contract band, first acknowledgement reply means for replying an acknowledgement to a terminal over the access network based on the TCP for the data packets, and encapsulation means for encapsulating the data packets of TCP to be transferred to a wide area network by the header of UDT.
