<P>PROBLEM TO BE SOLVED: To suppress increase in a load of video composition due to using video conference terminals different from each other in image size, in performing a multi-point conference. <P>SOLUTION: A composition part 130 composes videos transmitted from video conference terminals 200-1 and 200-2 as a composite video of a representative image size that is one of the image sizes set previously to the respective video conference terminals 200-1 and 200-2. A transmission part 140 transmits the composite image to the respective video conference terminals 200-1 and 200-2.
