<P>PROBLEM TO BE SOLVED: To provide a rainwater management system and its operation method, capable of effectively evading damage due to overflow or the like more on the downstream side in a water channel system in which water channels 1-7 from a plurality of basin systems a-d successively merge from the upstream to the downstream. <P>SOLUTION: Rainwater outflow suppressing facilities S capable of temporarily storing rainwater are installed respectively along the respective water channels in basin systems a-d, and the respective rainwater outflow suppressing facilities S are switchable between a peak cut water storage mode and a base cut water storage mode.
