Disclosed is an optical element device of the present invention which can easily connect optical elements in a serial, parallel or serial/parallel manner without an additional wiring layer on a substrate. For example, the optical element device includes: a substrate in which a conductive region is formed in the shape of a latticed plane through a penetration type insulating member penetrating upper and lower parts; at least one optical element formed on the conductive region of the substrate; at least one conductive wire which electrically connects the substrate with the optical elements and enables the substrate and the optical elements to connect with each other in a serial, parallel or serial/parallel manner; and a protective layer which is formed on an upper part of the substrate to cover the optical elements and the conductive wires.
