<P>PROBLEM TO BE SOLVED: To realize theft prevention of a work machine that is not sold yet. <P>SOLUTION: An operation restriction system for a work machine 2 comprises: a management server 6 for executing sales management of the work machine 2; a control unit that is installed at the work machine 2 and controls the work machine 2; and a work machine wireless terminal 9 that is installed at the work machine 2 and is connectable to the management server 6 through a network 8. The management server 6 comprises non-completion transmission means 40 for transmitting a sales non-completion signal S1 showing non-completion of sales, to the work machine wireless terminal 9 through the network 8 when the work machine 2 is not sold yet.
