<P>PROBLEM TO BE SOLVED: To provide a method of improving residual stress of a small-diameter pipe where sufficient temperature difference is hardly obtained because of its small thickness, thereby improving product reliability. <P>SOLUTION: A pipe-fixing tool 28 is provided upstream and downstream of a welded portion, wherein the pipe-fixing tool holds the pipe from an outside surface for fixation.
