<P>PROBLEM TO BE SOLVED: To provide promoters stronger than animal cell expression promoters, and vectors using the same, in technologies making animal cells efficiently produce recombinant proteins. <P>SOLUTION: There is provided a hybrid promoter comprising a combination of a CMV (cytomegalovirus) enhancer and a mammalian β-actin promoter, or the post-transcriptional regulatory region of the genomic sequence of Woodchuck Hepatitis Virus (WPRE) and the mammalian β-actin promoter.
