<P>PROBLEM TO BE SOLVED: To generate appropriately an operation signal to prevent malfunction of a device operated by a user. <P>SOLUTION: A reception part 11 receives an operation input for operating the device which is conducted by a part of the body of a user. A detection part 12 detects an approach speed of approaching of the part of the user body towards the reception part 11. When the approach speed detected by the detection part 12 is within in a preset reference range in receiving the operation input by the reception part 11, a generation part 13 generates an operation signal corresponding to the operation input.
