PROBLEM TO BE SOLVED: To detect an occurrence of abnormality without using a temperature detection element in a heating heater having a resistance heating part which generates heat by flowing of a current.

SOLUTION: The resistance heating part 33B of the heating heater 33 has a positive temperature resistance characteristic in a temperature range above a prescribed temperature, and generates heat by flowing of a current supplied from an AC power source 34. The current supplied to the resistance heating part 33B is detected by a current detector 37. A control part 51 determines whether an abnormality occurs in the resistance heating part 33B based on an initial current value detected by the current detector 37 in a stable power supply state immediately after starting the current supply to the resistance heating part 33B by a power supply instruction to the resistance heating part 33B.
