<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a stator that can reduce a portion unwound by a coil and a method of manufacturing a rotating machine using the stator manufactured thereby. <P>SOLUTION: In a method of manufacturing a stator 20 which comprises an annular stator core 21 provided with multiple teeth 32 along the circumferential direction and a coil 22 wound around the teeth 32, wires are wound to form coil blocks of predetermined shape. The coil blocks are annularly aligned and embedded in a powder magnetic material.
