PURPOSE: An insulated wire pipe for underground service wire protection is provided to safely protect underground wires which are interconnected by sensing that rain water or waste water is filled into a manhole in advance and automatically discharging the rain water or the waste water to outside. CONSTITUTION: An external case(10) is composed of an external case main body(11), an elastic body(12), an opening and closing plate(13), and a base plate(14). An internal case(20) electrically interconnects distribution lines(L1, L2). The internal case is composed of an internal case main body(21), a reference bar(23), and a fastening metal box(24). A first moving detection sensor(30) outputs a first moving detection signal to a controller. A water level detection sensor(50) outputs a water level detection signal to the controller. A transmitter transmits an alarm signal or a risk signal delivered from the controller to outside.
