A management server (6) of a vehicle rental system (1) comprises steps for accepting reservation information including a usage unit from a user terminal (5), receiving vehicle information from each vehicle, instructing the dispatch of a vehicle to a station near a vehicle allocation destination on the basis of the reservation information and the vehicle information, selecting a control program with reference to selection information on the basis of a vehicle function which is desired to be used, instructing rewriting of the selected control program to the station near the vehicle allocation destination, acquiring information regarding an amount of electrical usage from the vehicle being used, and calculating a rental fee with reference to the usage unit, the utilization time, the used control program, and the acquired amount of electrical usage.
