<P>PROBLEM TO BE SOLVED: To facilitate fixing a buffle plate in a reservor in a cylindrical shock absorber. <P>SOLUTION: A flow of hydraulic oil induced by sliding movement of a piston in a cylinder 2 is controlled by a pilot-type main valve 27 and a pilot valve 28, which is a pressure control valve, to generate a damping force. The pilot valve 28 is adjusted in its valve-opening pressure with the thrust of a solenoid 40 and adjusts the pressure in a back pressure chamber 32 to control the valve-opening pressure of the main valve 27. A baffle plate 33 is provided in a reservoir 4 to isolate from each other the surface S of hydraulic oil in the reservoir and an inlet port 24 through which the hydraulic oil flows into the reservoir 4 from a damping force generating mechanism 25, thereby suppressing the occurrence of aeration and cavitation.
