<P>PROBLEM TO BE SOLVED: To provide an economizer control device capable of suppressing the generation of a vapor phase or a state near vapor phase generation in a liquid in the heat exchange part of the economizer for increasing the temperature of liquid such as water supplied to a heating device such as a boiler by the burnt gas of the heating device, an economizer, and a boiler. <P>SOLUTION: The economizer control device is provided for determining the state of water W in a heat exchange part of an economizer 30 disposed in a passage 17A set in a boiler 10 to discharge the burnt gas G2 of the boiler 10 and having the heat exchange part for increasing the temperature by heat exchanging with the burnt gas G2 during the passage of the water W supplied from a water supply part 20.
