PROBLEM TO BE SOLVED: To enable a user to identify access to a prohibited site and a browsing prohibition page.

SOLUTION: This invention comprises; a reception part 41 receiving URLs to a prohibited site and a browsing prohibition page; an execution part 42 executing access to a page based on an inputted URL; an acquisition part 43 acquiring page information based on the inputted URL; a prohibited site list 33A storing character strings of the prohibited site and the browsing prohibition page; a determination part 44 determining if the inputted URL corresponds to the character strings of the prohibited site or the browsing prohibition page; and a display control part 45 performing transmissive display of a page by degrading visibility of the page if the inputted URL corresponds to the character strings of the prohibited site or the browsing prohibition page.
