<P>PROBLEM TO BE SOLVED: To provide a photosensitive composition that has excellent bending durability, flame resistance, resolution, and insulation reliability and that suppresses warpage, and to provide a photosensitive film using the photosensitive composition, a photosensitive laminate, a method for forming a permanent pattern, and a printed board. <P>SOLUTION: A photosensitive composition contains at least a carboxyl group-containing photosensitive polyurethane resin, a phosphorus-containing flame retardant, a polymerizable compound, and a photopolymerization initiator. Both of a resin polymer of the photosensitive polyurethane resin and the polymerizable compound contain no phosphorus atom. The carboxyl group-containing photosensitive polyurethane resin has a weight average molecular weight of 2,000 to 60,000, an acid number of 20 mgKOH/g to 120 mgKOH/g, an equivalent of ethylenically unsaturated groups of 0.05 mmol/g to 3.0 mmol/g.
