An optical recording medium production device comprises: a substrate positioning pin capable of moving in a vertical direction that performs positioning with respect to a center hole of a substrate; a substrate holding portion that performs positioning of the substrate using the substrate positioning pin and holds the substrate; a cleaner that has a gas dispensing portion for dispensing a gas toward a surface of the substrate held by the substrate holding portion, and a gas suction portion for sucking up the gas; and a substrate positioning pin securing portion configured so as to be able to push the substrate positioning pin downward and not come into contact with the inner circumference side surface of the center hole in the substrate. The substrate positioning pin securing portion lowers into the center hole of the substrate that is held by the substrate holding portion, such that a gap is formed proximal to the inner circumference side surface of the center hole in the substrate, pushes down and secures the substrate positioning pin, and in that state the cleaner performs dispensing and suction of the gas.
