The present invention relates to a route construction device that allocates optimized and prioritized dynamic resources applicable to an AV meeting system comprising different-type networks and resource environments and a plurality of nodes, as well as a route construction method for the same. This novel technique enables, for the construction of AV routes, the allocation of prioritized and optimized dynamic resources on the basis of AV mixing capabilities (MCU), encoding and decoding capabilities, participant screen layout options, and meeting events. This technique is suitable for a real-time AV meeting system in which given AV processing and network resources can be optimized by reflecting dynamic user-needs.
